Memorandum of Understanding

 

This document represents an agreement between

 

Martin and Margaret Yeomans

of Sydney, Australia

and

 

Mr HOUR Kim Hon

Khvien Primary School, Siem Reap, Cambodia

 

Description of collaborating organisations

Martin and Margaret Yeomans have been financially supporting and providing equipment for Khvien Primary School, the students and teachers since the year 2002.

Mr HOUR Kim Hon is the School Director of Khvien village school and responsible for another six village primary schools.

Objectives and scope  

The support has always had as its objective the provision of corruption-free, quality education for the children of Khvien village. This is now being extended to nearby villages for which Mr Hour Kim Hon is responsible.

The nature of the collaboration

 Support given to the students:

·         Tailor-made school uniforms

·         Exercise books, pens and pencils

·         Bicycles where needed

 Support given to the school

·         Equipping of a school library with bookcases (Martin and Margaret’s design), books, games and puzzles, a computer, chairs, whiteboard etc

·         Solar electricity

·         Schoolyard

·         Repairs and maintenance where requested

 Support to the school community

·         Monthly delivery of one bag (50kg) of rice to each teacher in support and to a needy sick family in Khvien village

Sponsorships

·         Some students are selected to attend private high schools and university in Siem Reap to further their education in the English language and their fees and books are paid.

 Provision of classes to teach English

·         With the permission of Mr HOUR Kim Hon, a classroom at Khvien school is allocated for the conducting of weekly English classes to school students on Saturdays.

·         The teacher is arranged by Martin and Margaret or representative and wage paid by RICE4LIFE.

From 2010, similar support will be given to schools at Kok Tachang (Mr Chien Sip ~ School Director) and Kok Beng.

 School Director, Mr HOUR Kim Hon will identify and advise needs in the schools of Kok Tachang and Kok Beng but limited to the scope of what has been done at Khvien village school.

Definitions and interpretations

 In this Memorandum “RICE4LIFE” refers to Martin and Margaret and friends as supporters of Khvien school.

The terms of the agreement

 This agreement has been in place for several years and will continue until such time as one party wishes it to cease.

Organisation and management of the agreement

 All persons associated with RICE4LIFE agree to refer all matters for decision to School Director, Mr HOUR Kim Hon i.e. we will do nothing independently of the School Director.

Local facilitators are engaged and refer to Martin and Margaret i.e. Mr Soeurn Veasna, Mr Lem Phath, and Mr Kourosh Aghassipour.

The lead organisation

 ·         “RICE4LIFE” is an association of persons with similar values and following what was started by Martin and Margaret.

·         It was started with the Christian ethics and many supporters are christian but aid given does not have a religious bias, nor is the support given ‘tied’ to Christian conversion. 

Partner organisation

For Khvien village school and associated schools, the primary officer is Mr HOUR Kim Hon.

In compliance with the Memorandum this document will be displayed on the wall of each school library as a notice to the school community and to visitors to the school.

Resources and facilities

 Resources provided by RICE4LIFE are provided for the benefit of the whole school community and not by select individuals.

Donated resources and equipment must be kept in good condition.

We acknowledge with thanks the co-operation of Mr HOUR Kim Hon over several years. We are thankful for permission to use the school facilities for the provision of English classes.

We are also appreciative of the support of the commune chief, the village chief and village elders.

Financial arrangements

Donations received by Martin and Margaret for the school are paid into a designated bank account in Australia and used exclusively for school support.

No monies are used for administration or for personal travel costs.

Quality assurance

From time to time, Martin and Margaret make visits to assess the programs and friends and supporters share in this. The names of the visitors are provided to the School Director and, where possible, visits are advised in advance.

Communication and exchange of information

Communication between the School Director and Martin and Margaret is by e-mail or telephone. A record is kept of all e-mails.

Property rights

Equipment provided to each school is donated and the property is to be used for the purpose intended. It is not to be used by any other person or group of persons.

Marketing and publicity

 Methods used by Martin and Margaret have been:

·         The website www.rice4life.sg

·         Promotional material: fridge magnets, calendars, business cards

·         Presentations to groups and associations in Australia

·         All costs are met by Martin and Margaret.

·         All donations are used exclusively for the school

Review and evaluation

Periodical reports are given by the School Director and personal evaluation may be made by associates of “RICE4LIFE”.

Any offer of assistance to the schools or activities by persons not of “RICE4LIFE” must be notified to Martin and Margaret.

Attached is a diagram of schools within the scope of this Memorandum.
